04.04.2014 Viz Tool Issues

  • Obligation % and Outlay % are not being calculated properly for all rows in Query Builder.  Most are correct but some show as 0% but should be 100% and others show random %’s.  Are the Obligated amount and Outlay Amount being divided by the Req Allocation or some other number?  If it’s the latter that may be the problem.
  • Requisitions that span the same budget center but different appropriations currently cannot be mapped correctly.  An example is Req # 191155, which has funds coming from three budget centers.  Two of the budget centers are mapped correctly because the requisition only appears once but the third budget center is not mapped correctly.  Funds from that requisition came out of both O&M OCO and RDT&E funding from that budget center, which are tracked separately.  Currently the total obligation and outlay for both is mapped to the O&M OCO.  The solution may be to add Appropriation or FACTS PE to the COGNOS ingest file since each is unique in this case.

03.24.2014 Financial Validation Table

  • I need a table or export for FY13 and FY14 (separate) to show me total budget, total committed, total obligated, total outlays and total PM Actuals by Capability and Appropriation in order to validate if the monthly briefing is displaying the correct information.
  • I reviewed the briefing charts and the numbers do not look correct.  The briefing is scheduled for the middle of next week so the sooner we can validate the information the better.

03.21.2014 Viz Tool POC Queries

  • Delinquent Monthly Status
    • Criteria 1: there are no PM Actuals for the previous month and/or
    • Criteria 2: the mitigation plan is not completed (if required based on not being within 5% of DoD Obligation and Outlay Goal)
    • Required Fields: Capability, Sub Budget Center Number, Project ID, Req ID, Req Description, Req Allocation, Viz Tool POC (or POC’s if more than 1 is listed), JWICS Email Address, Unclass Email Address, Classified Phone and Unclassified Phone
  • PM Actuals > 10% Below Outlay Plan
    • Criteria: PM Actuals are more than 10% below the Outlay Plan
    • Required Fields: Capability, Sub Budget Center Number, Project ID, Req ID, Req Description, Req Allocation, % Below Outlay Plan, Viz Tool POC (or POC’s if more than 1 is listed), JWICS Email Address, Unclass Email Address, Classified Phone and Unclassified Phone

01.08.2014 COGNOS Ingest Problems & Query Issues

  • I was able to ingest FY14 COGNOS data without any problems but after reviewing the FY14 projects I noticed that MIPR’s and EA’s that had rows in the claimed area did not always claim additional rows of data.  For example I had one MIPR that was showing as claimed but the row with the obligation was in un-claimed.  I also found an EA that had requisitions claimed but the rows with the obligated amounts were not claimed.
  • The Financial Status queries are not showing the correct financial data.  For example there are obligations that occurred in January that are not showing.

12.04.2013 Reqonciler Upload Problems & State Error

  • I uploaded FY13 and FY14 COGNOS data today and it caused every requisition that was previously obligated to show double obligations in Financial Assistant on the Requisition Information tab.  The obligations are showing correctly on the view data screen and in Requisition Assistant.
  • Requisitions that had not previously been obligated are showing correctly in Financial Assistant on the Requisition Information tab but are not showing at all on the view data screen and Requisition Assistant.
  • Obligations are not appearing in the Queries.
  • In Project Management on the project list screen if a filter is applied then a different filter is applied and a project is selected it is displaying the project that appeared after the first filter instead of the project that should have appeared after the second filter.  If the screen is completely closed and reopened and the filter is applied is shows the correct project when it is clicked on.

11.18.2013 Financial Assistant Duplicating Projects

  • Today we noticed that FY14 Sub Projects have been duplicated; this may have been triggered by a COGNOS upload late last week

10.24.2013 COGNOS Conflicts/Query Rules/ Miscellaneous Bugs

  • The potential COGNOS conflicts are:
    • Multiple obligation dates
    • Disappearing commitment and/or obligation dates
    • Committed Amount greater than Req Allocation
    • Obligated Amount greater than Committed Amount
    • Obligated Amount greater than Req Allocation
    • Outlay Amount greater than Committed Amount
    • Outlay Amount greater than Obligated Amount
    • Outlay Amount greater than Req Allocation
  • Query rules:
    • Overdue Acceptances (new name will be Days Since Committed) only show requisitions that are greater than 21 days and have not been Accepted
    • Overdue Obligations (new name will be Days Since Acceptance) only show requisitions that are greater than 21 days and have not been Obligated
    • Under performing Obligations: only show requisitions that are more than 5% below the Obligation goal
    • Under performing Outlays: only show requisitions that are more than 5% below the Outlay goal
  • Miscellaneous bugs:
    • The add comments and view comments button on the Project Information tab in Financial Assistant are causing the database to hang (screen greys out).
    • The summary within View Data is not summing the requisitions below it

10.22.2013 Formatting Issues

  • Fields in Query Builder need to be formatted correctly (i.e. currency needs dollar signs, day calculations need to be numbers not strings)

10.17.13 Testing After Deploying Fixes to Commitment & Obligation Calculations & EA Calculations

  • In Query Builder Req Allocation for Req’s that span multiple Budget Centers are showing the total Allocation for the Requisition and not the Allocation for the specific Budget Center
  • In Query Builder Req Allocation, Committed and Obligated are not calculating properly for EA’s
  • In Query Builder Committed is showing as three times the Committed amount that is in the database for all records

10.10.13 Meeting with Chris, Lenny, Phil, Dong

  • EA’s that consist of multiple requisitions are not summing the financial data correctly in the queries
  • In Financial Assistant on the Requisition Information tab the records need to be formatted so that no records height is too high
  • In Financial Assistant on the Requisition Information tab when clicking on a record and opening the pop-up box the following fields are defaulting to the first item in the drop down:
    • Req Title
    • Req ID
    • Sub Budget Center Number
    • Funding Type
  • Financial Summary Queries should include the following columns:
    • Budget Center (for ACC, GCC, MCC & TRCO) / Sub Budget Center (for TST)
    • Req Title
    • Req ID
    • Req Allocation
    • Committed
    • Obligated
    • Obligation %

  • Financial Timeline Queries (will combine the overdue queries into one) should include the following columns:

    • Committed Date
    • Acceptance Date
    • Days Overdue (Acceptance) – difference between Acceptance Date and Committed Date, only display those that are greater than 30
    • Obligation Date
    • Days Overdue (Obligation) – difference between Obligation Date and Acceptance Date, only display those that are greater than 30
    • Outlay Date
    • Days Overdue (Outlay) – difference between Outlay Date and Obligation Date, only display those that are greater than 60
